Information databases, including CosIng, help identify substances and references but do not replace Regulation (EC) No 1223/2009 and its Annexes, the product safety assessment or advice from a qualified professional.

Cosmetic Regulations

Cosmetic labelling provides consumers with mandatory product information. In the European Union, Article 19 of Regulation (EC) No 1223/2009 governs, among other matters, the list of ingredients and other label particulars.

Information and safety in cosmetic product labelling

Regulatory references

The label of a cosmetic product must be drafted in accordance with Article 19 of Regulation (EC) No. 1223/2009 of the European Parliament and Council.

For products placed on the Italian market, mandatory information must be provided in Italian. Untranslated expressions that have become commonly used (e.g., 'shampoo') are allowed.

Multilingual labels

Multilingual labels can be provided. However, for products destined for the Italian market, certain information must also appear in Italian with character sizes equal to those used for other languages.

Ingredients list (INCI)

The ingredient list is one of the key pieces of information on a cosmetic label. INCI names identify declared substances and make it possible to research their function and context.

The presence of an ingredient alone cannot establish whether a product is suitable for an individual or safe in absolute terms: concentration, formulation, intended use, exposure and individual circumstances also matter. For allergies or reactions, seek healthcare advice.

INCI4ME supports ingredient reading and research. It does not replace the mandatory cosmetic safety assessment, regulatory checks or advice from a healthcare professional.
